Libby Schaaf's first act as Oakland Mayor? Honoring Pet Food Express for its contributions to California's K-9 cops. The East Oakland company has spent more than $600,000 on vests and medical kits for police canines, donating "hundreds of bullet-proof vests to California police dogs" and three of Oakland's six law-enforcement shepherds, the Chronicle reports.
